It seems to only be a wired Ethernet issue. I added Wifi. Wifi
consistently reconnects as expected; Ethernet consistently fails.
Before suspend, `nmcli d`:
DEVICE TYPE STATE CONNECTION
enp9s0 ethernet connected Ethernet1
wlp8s0 wifi connected NETBEAR-5G
lo loopback unmanaged --
After resume, `nmcli d`:
DEVICE TYPE STATE
CONNECTION
wlp8s0 wifi connected
NETBEAR-5G
enp9s0 ethernet connecting (getting IP configuration) Ethernet1
lo loopback unmanaged
Is this a hardware incompatibility issue?
