As part of entry of dpdk into universe for wily, we want to provide a
dpdk enable binary for openvswitch for amd64 only.
The existing ovs-vswitchd will be installed to an alternative location
using update-alternatives so that an new openvswitch-switch-dpdk binary
package can install an enhanced dpdk binary from universe.
