Public bug reported:

1) Install non-ubuntu Linux kernel, (say, via making your own .deb from
scratch)

2) ubuntu-bug (kernel that *is* a ubuntu kernel, such as  linux-
image-4.2.0-11-generic )

3) ubuntu-bug refuses, citing

"It appears you are currently running a mainline kernel.  It would be
better to report this bug upstream at http://bugzilla.kernel.org/ so
that the upstream kernel developers are aware of the issue.  If you'd
still like to file a bug against the Ubuntu kernel, please boot with an
official Ubuntu kernel and re-file."

Well yeah I'm running a backup kernel because the ubuntu one is broken
for me.  I can't boot the other one successfully, that's why I'm trying
to report a bug on it.
