Public bug reported:

Hello, I usually install Ubuntu without an internet connection. Later on
the first boot, I connect to the internet. But the Ubuntu Mate Welcome
in Ubuntu 15.10 doesn't refresh the package sources, so it throws a
couple of errors about packages not being installable. New users won't
know to run an "apt-get update" first, so it would be nice if Ubuntu
Mate Welcome could be more intelligent and do that first if necessary.

** Affects: ubuntu-mate-welcome (Ubuntu)
     Importance: Undecided
         Status: New
