Public bug reported:

Just upgraded to 15.10 since it was about to be released (in about 20
days), and I noticed I had to start using --no-dtls to get it to route
packets over the tunnel. I'm able to authenticate and setup a new VPN
interface without that argument, but no packets will actually flow
across the link. It's almost like a firewall, but as soon as I add
`--no-dtls`, everything works. I'm guessing there's something in the
implementation that is broken now? Thank you!
