Public bug reported:
We need a mechanism in download manager to fetch the downloads initiated
by a certain app_id or pid, such that they can be retrieved even if the
app is killed. For example, the browser app will now support downloading
files directly in the app. If the browser is killed during the download,
when it is relaunched it needs to query u-d-m to determine if there are
any outstanding downloads in progress that it initiated such that it can
report them correctly on it's downloads page. System Settings will need
the same mechansim.
