Public bug reported:
Trying to enable "Visual/Desktop Effects" on black-listed GPUs, thus
failing to start compiz, still causes the workspace-to-viewport mapping
(from metacity to compiz) to change workspace-settings.
The attempt to migrate the metacity/wnck-applet settings for workspaces
and pager-rows to compiz viewports should not be undertaken in this
case.
