I think we have two potential resolutions to this bug 1) add binaries
and init scripts for v2 to the neutron-lbaas-agent package or 2) add a
whole new v2 package for just the v2 agent.
Taking the second approach means opting in to running the v2 agent by
installing the package, rather than having it auto-enable on upgrade
with the first approach
