Public bug reported:

If I hold Ctrl while clicking on a link, a new tab is opened with that
link.

However, the current tab's view area is replaced with the visible
contents of the new tab (but clicks on that tab actually hit the
old/current tab!).

And switching to any other tab continues to show the new tab's contents
instead of the selected tab.

You can only reset things back to normal by visiting the newly opened
tab.  Then all the other tabs behave correctly again.

This is on desktop wily version 0.23+15.10.20150929-0ubuntu1.
