Public bug reported:
After upgrading to Kubuntu 15.10 the KDE panel doesn't work anymore.
After login it works for a few seconds, then freezes.
If I start applications they won't show in the windows list, the clock is stuck
to the login time, and dropbox is starting.
But on mouse over the panel is active, if I put the mouse on the dropbox icon I
can see the status, and by blind clicking in the windows list I can switch
windows.
