Thank you for taking the time to report this bug. I see this behavior in
wily as well. It's normal to see the panel and the dash when a non-
fullscreen window receives the focus, therefore, I will change the bug
status to Invalid for compiz. There's another problem though that you
might experience: in some known cases the launcher appears when a
fullscreen window has the focus. This is a known Unity problem and we
plan to fix it.
