We need unity8 to proxy the screen request to u-s-c on behalf of the
app, clearing it when the requesting app goes out of focus/view.

Webbrowser app still needs investigation as it should behave correctly
here, but it might not get enough time to release the screen lock.

  There are times when it seems the display blanking policy stops working
