Public bug reported:

I have a file /etc/apt/sources.list.d/private.list which is only
accessible to root since it contains a user/PW for a private repo.
command-not-found no longer works after adding this file.  My suggestion
is for command-not-found to simply ignore sources.list files it cannot
read.

$ synapse
WARNING:root:could not open file '/etc/apt/sources.list.d/private.list'

synapse: command not found
