>From main.log:

2015-07-22 16:24:31,296 DEBUG need_server_mode(): can not find a desktop
meta package or key deps, running in server mode

The ubuntu-release-upgrader is looking for one of the following meta
packages.

 12 # the meta-pkgs we support
 13 MetaPkgs=ubuntu-desktop, kubuntu-desktop, xubuntu-core,
 14    xubuntu-desktop, ubuntustudio-desktop, mythbuntu-desktop,
 15    kubuntu-netbook, lubuntu-core, lubuntu-desktop, ubuntu-gnome-desktop

Please install one of them if you want to use it to upgrade. Otherwise,
do a distribution upgrade by changing your sources.list file to the
release you want to upgrade and using apt to upgrade. That may not work
as well as using the release upgrader though.

** Changed in: ubuntu-release-upgrader (Ubuntu)
