Hmm.. I see now that it was included as "Recommends" in the language-pack-XX-base packages in precise, but not in trusty. That was news to me, and it indeed explains why quite a few users (including me) found that firefox-locale-XX was uninstalled unexpectedly. Anyway, that problem should (almost) be history now, and it's not related to the issue in this bug report.
