Hi,

using WSGIDaemonProcess seting the 'lang' and 'locale' options will
solve the problem:

WSGIDaemonProcess mywiki user=www-data group=www-data processes=5
threads=10 maximum-requests=1000 umask=0007 lang='de_DE.UTF-8'
locale='de_DE.UTF-8'

System wide /etc/apache2/envvars
## Uncomment the following line to use the system default locale instead:
. /etc/default/locale
