This is actually a bug in ubuntu-release-upgrader. The downloaded
wily.tar.gz contains *its own* version of invoke-rc.d, and it's wildly
out of date (pre-vivid at least). I extracted the tarball and diffed its
imported/invoke-rc.d against /usr/sbin/invoke-rc.d and get
http://paste.ubuntu.com/12888661/  -- IOW, all the systemd support is
completely missing.
