Public bug reported:
LXD 0.20 does not support the features required - a cpu configuration of
'2' cpus will pin a container to the first 2 CPU's on the host; as it
will do for every instance that's scheduled on the same host.
Memory is OK for now; we can update again once LXD grows better resource
management controls
