  To Replicate
  On dual screen system (a laptop with external screen to the right of the 
laptop in my case) with windows open on both screens switch to a Guest session 
and then logout of the guest session.  Return to original session and often 
windows on the right hand screen move to the second workspace.  In addition the 
launcher stops responding to mouse actions, though windows continue to respond 
normally.
