On Debian, the files have been moved to apt-config-* a while ago, and the update-notifier-common package is long gone there as well. So this is something that needs to be fixed in Ubuntu, ideally by having update-notifier-common depend on the apt-config-auto-update package. (Alternatively, one could also patch the pk-update-icon package)
