Dear all, I'm affected by the same problem on a Thinkpad X230 using Ubuntu 15.10.
Occasionally I don't have a Wifi connection on resume from suspend and fresh boot. Switching Wifi on/off using the hardware switch doesn't solve the problem. I need to reboot my system to re-enable Wifi.
