Public bug reported:

What happened:
Running a mako with the ubuntu-touch/rc-proposed/bq-aquaris.en channel on #144.

Attempted to install silo 015 with
$ citrain device-upgrade 015 OMMITED ubuntu

The citrain then decided to remove the following packages:
ubuntu-touch ubuntu-touch-session unity8 unity8-common

Full log: http://pastebin.ubuntu.com/12971539/

What was expected to happen:
It was expected that the packages in silo015 were installed (something like
dbus-cpp, qtubuntu-media, qtmultimedia [a set of 6 packages] and media-hub)

Note that before we have had todo the following to make (for example for silo
048 work):
$ cat /etc/apt/preferences.d/extra-ppas.pref
Package: *
Pin: release o=LP-PPA-ci-train-ppa-service-landing-048
Pin-Priority: 1002

Then run apt-get update and apt-get install the specific packages.

$ apt-cache policy phablet-tools
phablet-tools:
  Installed: 1.1+15.04.20150330-0ubuntu1
  Candidate: 1.1+15.04.20150330-0ubuntu1
  Version table:
 *** 1.1+15.04.20150330-0ubuntu1 0
        500 http://gb.archive.ubuntu.com/ubuntu/ vivid/universe amd64 Packages
        100 /var/lib/dpkg/status

** Affects: phablet-tools (Ubuntu)
     Importance: Undecided
         Status: Confirmed
