Okay.
Turns out that things are fine for the "Ask each time" option in Nautilus. Made
an executable file, launched it, was presented with the "choice" prompt ("Do
you want to run "filename.txt", or display its contents?"), so no problem, no
bug, sorry for being an ass.
The thing is, I filed that bug because I was editing a bunch of ".txt" files on
an external hd that I had previously formatted to NTFS using the Tuxera tool
for Mac and for some reason, all ".txt" files are made executable. So basically
I was taken aback when I started opening random text files in Nautilus and was
not presented with a prompt. If it can help anybody, I hope it will, otherwise
there is no actual need for that bug report.
