I added some reproduction instructions to the description. I ran this 5 times so far and couldn't reproduce it yet, but I figure this is somewhat timing dependent. Do these look ok for you?
While I can't reproduce this, my best bet is still the interlock with juju-template-restart.service. If you can reproduce this fairly reliably, can you please try with the alternative/simpler runcmd? Even if that turns out to not be the primary cause for that, it's still a luring race condition and bug.
