Public bug reported:
Option in developer settings for bootloader unlock is selected.
fastboot devices does return the serial number showing the device as an active
fastboot device.
Neither "fastboot oem unlock" or "fastboot flashing unlock" work.
both functions return this: FAILED (remote: unknown command)

This failure is specific to the Nexus 6P as I have not encountered this
issue with other nexus devices, or other phones.
