Public bug reported:

I have noticed that with the new disappearing scroll bars in GNOME 3.18
that in the Ubuntu Software Center if I am looking at a list of apps the
scrollbar works fine unless I click to get more information for an
application and then return to a list of applications (that doesn't
matter if I just click the back button or if I navigate somewhere else
and then to another or the same list). Because when I then go back to a
list of applications (unless I restart the Ubuntu Software Center) the
scrollbar will appear but my click will go straight through it and it
will select whatever is behind it but I will never be able to use it
which is rather annoying. Though before this wasn't happening all the
time, now this is happening all the time.
