Public bug reported:

1. Run "System Settings"
2. Choose "Account Settings", then "User Manager"
3. Select my own account.
4. Click the icon to choose a photograph and select "Load from file..."
5. Navigate to a JPEG file and select it.  Click "Open". My photograph appears 
in place of the icon.
6. In User Manager, click "Apply".
7. System Settings hangs.

I reproduced this 5 times in a row.
