The issue still can be reproduced on latest vivid image r170, and it
also happens at the first boot after device re-flashed
Steps to reproduce:
1. SIM card inserted with Pin enabled
2. Flash new image
3. Complete the wizard
4. Enter Pin and complete edges demo
5. Then go to system to check the SIM PIN status "System Settings -> Security &
Privacy -> SIM Pin" --> Off
it will shows "On" after reboot
$ adb shell system-image-cli -i
