I can conform this bug is still present in Kubuntu 7.10 Beta.
After I have once used "open as root", then every time I use and close Dolphin, 
then I get this error message.

This is a serious problem for a non-expert user since
- The error message is persistent and frequent.
- It's warning is severe (although incorrect).
- It prevents any further setting of Dolphin bookmarks.
- It can only be corrected by removing a file from a hidden directory:  
/home/myuser/.kde/share/apps/d3lphin/bookmarks.xml

The problem could be reduced if Dolphin only writes to the bookmarks.xml
file when bookmarks are changed.  Or it could be fixed if Dolphin
preserved the owner of bookmarks.xml when it changes it.
