A vpnc version including the patch has been in recent versions of Ubuntu
for a while, thus I'm marking this bug as Fix Released.
The last bit on openconnect is unrelated: openconnect is a software for
a different kind of VPN technology (ssl-based instead of ipsec-based).
Confusingly, both are offered through Cisco equipment.
