Your latest version of Ubuntu Desktop is crap. It's supposed to be easy
for people.. you've only made it more difficult. Thanks for ruining the
experience.
Anyways, driver for R9 390 directly from AMD, is not supported by this
version of Ubuntu even though from AMD's site it lists this version as
supported.
After installing the driver, I rebooted.. and I just had a black screen.
No way to fix the issue not even using rescue.
I then attempted to format the drive and re-install, during the re-
install grub is trying to install onto a drive that has nothing to do
with the OS.. and it failed. Twice.
