Agreed, upstream having regular include/link flags would be ideal. That said, even then, shipping a .pc file with traditional CFLAGS/LD_LIBS would be useful for many packaging applications. Many other libraries provides these, and are widely used by things like PKG_CHECK_MODULES in autoconf FindPkgConfig in CMake.
