The "Open Terminal Here" is a custom action in Thunar. The action is
configured by default. I verified this by using the 12.04 live session
cd.

Maybe the configuration was lost somehow in your system. (It is saved in 
~/.config/Thunar/uca.xml)
But you can add it again - Open Thunar, Goto the menu "edit" -> "Custom 
Actions" and add the action:

Name: Open Terminal Here
Command: exo-open --working-directory %f --launch TerminalEmulator
