I first need to check some background what this is trying to do and why it could fail, as I can't reproduce that. I'll followup here with further questions. For now, if you don't mind, could you try upgrading the container to https://launchpad.net/~pitti/+archive/ubuntu/systemd ? That's the latest (tested) systemd upstream snapshot from today, perhaps it already fixes that.
