I see one copyright issue on that package (and have some remarks),
otherwise, the rest looks fine to me:

We need to have an explicit "upstream" copyright for this native package
(as it doesn't only ship debian/ dir, debian/copyright isn't really the
copyright file for this entire package). There is none and any header
having copyright on those functions, so we can't use the card of
"obvious license" which can prevent not shipping a COPYING or LICENSE
file here IMHO.

Not a blocker, but some remarks:
- Any reason this package is limitted to only s390 or 390x (I guess it is 
regarding the chandev sysconfigs)? Maybe the binary package description should 
reflect this in that case?
- I would prefer that most of our package entering main use --fail-missing, any 
way to push that to debian?
- Same, would be cool to move it to source format 3 if possible
- finally ,would be nice to get rid of those warnings:
W: sysconfig source: dh-clean-k-is-deprecated
W: sysconfig source: debian-rules-missing-recommended-target build-arch
W: sysconfig source: debian-rules-missing-recommended-target build-indep
