Same problem on 15.10 with another Logitech Unifying USB French keyboard seen as a US keyboard. I must use it as a US kb for my password and in the terminal (lxterminal and konsole), firefox, and so on.
But this is more complicated : if I plug another Logitech USB classical keyboard (with cord) at the same time, it gets correctly recognized as French (password and so on). This gets weird : once I use the classical keyboard, the cordless one is seen as French until I log off! I have reproduced this twice.
