This only affects busybox. Using
https://github.com/lxc/lxd/blob/master/specs/image-handling.md I
manually built and imported a xenial s390x image based on LXC's "ubuntu"
(debootstrap) template, and this works fine. \o/
Unfortunately strace isn't available yet for s390x, so I'm not sure how
to further debug the "chroot into rootfs/ does not work" issue with
busybox. Also, I don't care that much as "real" containers do seem to
work now. So let's close this report for now, thanks for the fix!
