Hi, thanks for reporting this bug. I've marked it as a duplicate of
#1511022, the reason for the apt installation error is that you have two
versions of Octave installed. Remove the one installed in /usr/local/bin
to allow your apt upgrade to succeed.
The errors about the dicom package are expected, the current dicom
package does not work with Octave 4.0.0, but this is not an Ubuntu
distribution error, please refer to the Octave upstream project for help
with errors like this.
