Thanks for reporting this bug in the octave package of Ubuntu. This bug
has been fixed in newer versions of the octave package, for example in
Ubuntu 15.10, the current release.
This bug can be worked around with the following fix:
sudo mkdir -p /usr/share/octave/packages/3.2
sudo apt-get -f install
I would recommend you upgrade to a newer release of Ubuntu with a newer
better supported version of Octave.
