Several months ago, the update_vm_host function was removed from the
kilo release of networking-arista. It's not clear why it was removed,
but it causes an unnecessary delay in neutron startup when the Arista
ML2 plugin is installed. It may also result in failure to migrate VLANs
to a VMs new host after a CVX reboot.
