I took this to #launchpad and they say that while the symptoms might look identical, there can be different root causes and to have those separated there should be different bugs and it should be left for the developers to decide if they are duplicates or not. Other bugs can be linked by saying "I think this is duplicate of bug #1424181."
They also said that the person in question is not a developer, but a little overenthustiastic bug triager. PS.
