I'm having a possibly related problem, I think. Did this issue ever get 
a) opened as a new bug 
b) resolved? 

I don't see it here when I search-? My original problem looks like this:

vagrant@ubuntu:/vagrant/$ ipython notebook --ip=0.0.0.0
