Thanks for reporting. I see that a newer version of this package is available in Debian, version 4.0.1+1.43.g97d7275-2 to be specific, see https://tracker.debian.org/pkg/mstflint for details.
Normally newer versions are synced automatically from Debian to Ubuntu, but the mstflint package has some Ubuntu-specific changes. (You can tell by the ubuntu-part in the version number 3.7.0+1.18.gcdb9f80-3.1ubuntu2). This means that someone will need to look at whether the Ubuntu-changes have been included in the Debian package so that they can be dropped and the package synced directly, or whether they are still needed which means someone will have to manually merge them with the newer version. I'm not familiar with this package, so I've added the tag "needs-debian- merge" for now.
