It is hard to know, if /etc/kernel/postinst.d/apt-auto-removal is called in conjunction with removing a kernel or installing a kernel. The kernel in question, whose version is passed as a command line argument, has "install" as desired action according to dpkg at the time of calling the script anyway. It would be logical that the state had been updated by that time, as the script is a post installation script.
