Please sync intel-gpu-tools 1.13-1 (main) from Debian unstable (main)
Explanation of the Ubuntu delta and why it can be dropped:
* Build-depend on swig instead of swig2.0.
The swig2.0 build dependency was dropped completely in Debian.
Changelog entries since current xenial version 1.12-1ubuntu1:
intel-gpu-tools (1.13-1) unstable; urgency=medium
* New upstream release.
