I too am curious about this, and after some research, I discovered many
more applications, among which can be found "pyshaper". I tried getting
all deps for pyshaper, but a sql-database package had a broken link, so
no luck.

Proposal: Since wondershaper limits each interface, processes can't
specifically be limited (to my knowledge) like in netbalancer or
netlimiter (both for Windows), I thought, why not create a separate
interface for each process according to its speed required, thus each
time a user wants to limit a process, the speed is checked for
download/upload rates and matched according to the interface; if none
exists, create a new interface

This is just an idea, if this has been suggested before, I have no
knowledge of this, but would love to see a application for this since
linux is free and community based, here is my contribution :p
