On my ubuntu phone (15.04, armhf architecture) macchanger does not work:
trying to spoof the mac address in all possible ways, the answer is:

[ERROR] Could not change MAC: interface up or insufficient permissions:
Operation not supported

The problem isn't in the interface because I have turned it off.
About the permissions, I run macchanger with writable file system, using sudo, 
being root user and in developer mode.
I think that spoofing is blocked on Ubuntu phone, when I try to change MAC by 
ifconfig, the answer is:

SIOCSIFHWADDR: Operation not supported

So I don't know if you will be able to do something.
