You have been subscribed to a public bug:

The s390x builders do not have enough memory. Increase the available
memory or alternatively publish a documented memory limit for the
builds.

I noticed this while browsing the MariaDB builds at
https://launchpad.net/ubuntu/+source/mariadb-10.0 where 2390x builds
randomly fail.

In Debian 10.0.23-1 builds OK on all official platforms, including s390x:
https://buildd.debian.org/status/fetch.php?pkg=mariadb-10.0&arch=s390x&ver=10.0.23-1&stamp=1450701833

When the same package is synced to Ubuntu and built there, it fails on s390x 
(only, other archs build OK):
https://launchpadlibrarian.net/231478614/buildlog_ubuntu-xenial-s390x.mariadb-10.0_10.0.23-1_BUILDING.txt.gz

According to MariaDB build logs the failure is insufficient memory.
