Public bug reported:

After a machine reboot, trying to sync 2 clocks is impossible with ptp4l and 
timekeeper.
server : ptp4l -i eth4 -m
client : ptp4l -i eth4 -m -s

it works only after driver restart.

Attached two batches that should fix this issue.

0001-net-mlx4_en-Remove-dependency-between-timestamping-c.patch
0002-net-mlx4_en-Fix-HW-timestamp-init-issue-upon-system-.patch

This two commits installed on Ubuntu 15.10 and it's fix the issue.
please add the fix also to 14.04.4
