I am confused about which interface you're talking about here. You mention a number of strings from ubiquity (the live CD installer), but then also talk about oem-config (the interface presented to end users for first-boot configuration after shipping). These are two quite separate packages, and it would help us if you could treat problems in each of them as separate bugs.
I'm aware that oem-config is currently not internationalised (bug 23537), and am working on this. Perhaps you could mark the oem-config task on this bug as invalid and track bug 23537 for Dell instead? It would make it easier for me to keep track of what's currently open. ubiquity's translations should be better in the Gutsy beta, with one or two exceptions.
